Charles Edward Biffen ("Biffy"), is a recurring fictional character from the Jeeves novels of British comic writer P. G. Wodehouse. In the 1990s television series Jeeves and Wooster he is portrayed by Philip Shelley .
He falls in love with Jeeves’ niece Mabel during an ocean voyage. In The Rummy Affair of Old Biffy, we learn that he cannot find her, because he cannot remember her surname. At the end Jeeves, Mabel's uncle, produces a plan to get Biffy and Mabel together and suggests to Biffy that he may go to the theatre. Mabel is now a British burlesque dancer and show girl who performs in the theatre. Disaster ensues when Biffy sees Mabel dancing and singing in the theatre. Biffy proposes and she accepts his proposal.
