District Legal Services Authority, Rayagada (DLSA)[1] functions in the district headquarters of Rayagada under the Odisha State Legal Services Authority, Cuttack(OSLSA).[2] It is a statutory body constituted under the provisions of Legal Services Authorities Act of 1987[3] for providing free legal services for the citizens.[4]

Constitution

Under the provisions of The Legal Services Authorities Act of 1987, the District Legal Services Authority, Rayagada consists of:

1) The District Judge as the Chairman and the Registrar, Civil Courts as the Secretary and

2) Seven other members (as prescribed by the State Government in this regard)

The Registrar, Civil Courts, Rayagada has been designated as the Secretary of the unit. Accordingly, Sri S.K.Sahu and Dr. P.K.Panda, the then Registrars functioned as Secretaries of DLSA, Rayagada. Dr. Md. Irshadun Nabi became the first duly appointed Secretary of the DLSA w.e.f. 20.11.2015. The incumbency chart of the duly appointed Secretaries of the DLSA is as follows:

Activities

The aim of DLSA, Rayagada is to give free legal aid to a person if he/she is not capable of bearing the legal expenses. This includes appointing a lawyer, Court fee and other miscellaneous expenses. The authority also periodically organises Lok Adalats for out-of-the-court settlement of the cases and Awareness programmes. DLSA, Rayagada also organises Awareness camps itself and through all the Taluk Legal Services Committees. Legal Aid Clinics and Front offices are part of the institution for providing free legal aid to the needy.[5][6]
