Dr. Horace Chang (born 10 November 1952) was the Minister of Water, Environment and Housing in Jamaica from September 2007 to December 2011.
He attended New Roads All-age School, Cornwall College, where he was head boy and 6th Form Association President, and the University of the West Indies.
He has been Vice President for Young Jamaica, Deputy General Secretary for the Jamaica Labour Party, Parliamentary Secretary in the Ministry of Health, Chairman and Deputy Leader for Area Council Four, Member of Parliament for North West St. James and Opposition Spokesman on Housing and Innercity Development.
As a private doctor and part of the Doctors' Hospital Group, Chang has developed a large and successful prepayment health plan for low income workers.
Chang is married with two children.
