Fair Hill is a small suburb of the large market town of Penrith usually classed as part of the Townhead district. It is in the Eden District, in the county of Cumbria, England.

Fair Hill lies on the very northern edge of the town and was first developed for housing by the former Penrith Urban District council in the 1920s along Inglewood, Salkeld and Fairhill Roads. After the Second World War and much later in the 1980s and 1990s further housing was built at Monnington Way, White Ox Way and at Fairhill Close which is on the site of a former fever isolation hospital.

Just outside the town along Salkeld Road is Penrith Golf Club and at Beacon Edge is Penrith Cemetery where in an unmarked grave is buried the World War I mutineer Percy Toplis.
