Gordon C. Rausser (born July 21, 1943) is the Robert Gordon Sproul Distinguished Professor in the Department of Agriculture and Resource Economics at the University of California, Berkeley[1][2] who served as Dean of UC Berkeley's College of Natural Resources from 1994-2000.[1] He is an economist who served on the Council of Economic Advisors under President Ronald Reagan (1986–87) and as Chief Economist at the Agency for International Development (1988–90). He also co-founded the Institute for Policy Reform in Washington, D.C., in 1989. The institute’s purpose was to enhance the foundation for economic growth in developing countries by supporting and disseminating research in the field of economic, finance, and policy reform. Rausser served as president of the IPR for 5 years (1990–94). Rausser’s distinguished governmental service has been recognized with a Superior Unit Citation Award from the Agency for International Development (1990).
Rausser has won 22 major awards for original research and distinguished service from such organizations as Harvard University, the American Agricultural Economics Association, and the Western Agricultural Economics Association. His research interests include natural resource economics, biotechnology, environmental policy, bargaining and negotiation theory, regulatory policy, futures and options markets, industrial organization, and antitrust analysis. He has published over 300 articles, book chapters and books. His most recent book is Structuring Public-Private Research Partnerships for Success: Empowering University Partners of which he is the lead author, published by Edward Elgard Publishers. Another recent book, Political Power and Economic Policy, analyzes the links between political economics, governance structures, and the distribution of political power in economic policy making.
In recognition of Rausser's important contributions to his field, he has been nominated as fellow of the American Association for the Advancement of Science, the American Statistical Association, and the American Agricultural Economics Association, among several other national and international scholarly associations.
Rausser serves as Editor of the Annual Review of Resource Economics,[3] a leading peer-edited annual review of current research in the field written by distinguished economists. Rausser has served as Editor of the American Journal of Agricultural Economics and on editorial boards of other scholarly publications.
Rausser directs the Rausser Research Institute, a site for research conferences located in Nevada City, California.
