Caddo Parish Sheriff J. Howell Flournoy, who served a record 26 years in office from 1940–1966, was born in Greenwood in 1891.[2]
On March 3, 1964, Owen D. Adams was elected as a Republican to the historically Democratic Caddo Parish Commission, then known as the police jury (equivalent to county commission in other states). Joining Adams on the police jury was a later state representative, B. F. O'Neal of Shreveport.[3] In 1968, Adams was easily reelected to the police jury. He was the only member of his party to win an office in Caddo Parish that year.[4] Adams, an engineer, served on the body for several terms before he resigned to relocate to Houston, Texas. At times, he was the only Republican on the body. He has since returned to Greenwood.[5]
