Kim Kwan-yong (born November 29, 1942) is the governor of Gyeongsangbuk-do Province, Republic of Korea. He was also the mayor of Gumi from 1995 to 1997, serving again in 2006. He is a member of the Grand National Party.

Education
He graduated from Daegu Teachers' School in 1961/ He received his BS in Economics from the University of Yeungnam in 1969. He received an honorary Doctorate of Engineering from Kumoh National Institute of Technology in 1998. He received a Master's degree from the Graduate School in public administration of Yeungnam University in 2001.

- 1991-93 Administrative Officer(Secy) to the President for civil affairs
- 1995/7 -2006/6 Mayor of Gumi-City (elected by citizens three consecutive terms)
- 1999 Honorary Professor of Shenyang Industry University in China
- 2006/7/1 29th Governor, Province (State) of Gyeongsangbuk-do(first term)
- 2010/6/2 GNP incumbent Kim Kwan-yong was also reelected as Gyeongsangbuk-do(North Gyeongsang Province) governor after he garnered the highest 75.4 percent of the vote.
- Kim Kwan-yong of the GNP easily succeeded in re-election as governor of North Gyeongsang Province, a decades-old stronghold of the GNP on June-2-1010 election.
- 2010/7/1 Sworn in as Governor of Gyeongsangbuk-do on the Inaugural Ceremony at the EXPO Park in Gyeongju
