Tafsir Malick Ndiaye
Tafsir Malick Ndiaye (Born February 7, 1953 in Kaolack, Senegal) is a Judge of the International Tribunal for the Law of the Sea.
Biography
After receiving his first diploma from the Institute of Advanced International Studies of the University of Paris (and being first in his year, 1980), he received a postgraduate diploma in Public Law, specializing in public international law, from the Paris X University Nanterre as well (cum laude, first in year, 1980). He earned another postgraduate diploma in political studies the next year, specializing in international relations. He also received a degree from the Centre for Studies and Research in International Law and International Relations at The Hague Academy of International Law in 1981.Annual internship certificate,UN(1979).
He became a Doctor of Law from the Paris X University Nanterre in 1984 with magna cum laude.
He became an Assistant Lecturer at the Paris X University Nanterre in 1981 and simultaneously held the position of Assistant at the Collège de France under Professor [René Jean Dupuy] fr:René-Jean Dupuy's Chair of International Law. After becoming a Doctor of Law, he became a Lecturer at the Cheikh Anta Diop University of Dakar in 1984. He started holding the position of Director of the Research Centre of the Faculty of Law at the Cheikh Anta Diop University of Dakar in 1985.
He became a Counsel and Co-Agent of the Government of Senegal in the case of the delimitation of the maritime boundary between Senegal and Guinea-Bissau before the Arbitration Tribunal of Geneva (1986–1989) then the International Court of Justice in The Hague (1989–1991). He was also an advisor to the Government of Senegal on Senegambia (1986), a UN consultant (undertook several missions for the United Nations, starting in 1989). Became a Legal Adviser to the Senegalese Government in the negotiations concerning Senegal’s commercial debt with the London Club (1989) and the Rapporteur of the Commission on the Reform of the Senegalese Electoral Code in 1991.
He was also consulted and participated as an expert to the Global Coalition for Africa (Washington, DC). He is also a Jurisconsult and a visiting professor at various universities.Lecturer at The Summer Academy of The International Foundation for the Law of the Sea(2008,2009,2010,2011,2012.2013,2014,2015);Lecturer at the Nippon Foundation's Capacity building programme concerning International Disputes Settlement(2009,2010,2012,2015.).Member of various Thesis Committees.He is an Advisory Board Member for the Law Journal"State Practice and International Law" as of February 13, 2012.;He is also a Member of the Advisory Board of the Journal of Ocean Law and Governance in Africa (JOLGA) as of 1 July 2015. He is a Member of the Panel of Eminent Persons(PEP) of the African Center of International Law Practice(ACILP).
Presenter at UNCLOS at 30,2012:International Conference Commemorating the 30th Anniversary of the Opening for Signature of the United Nations Convention on the Law of the Sea;organized by the United Nations and the Korean Ministry of Foreign Affairs August the 12th 2012. Former Member of ITLOS Seabed Disputes Chamber(1996-1999;2011-...);He is a Member of the Chamber of Summary Procedure and of the Chamber for Maritime Delimitation Disputes,since 2008.Judge Ndiaye was elected unanimously President of the Chamber for Fisheries Disputes,6 October 2011.The Chamber for Fisheries Disputes,established in accordance with article 15,paragraph 1,of the Statute of the Tribunal,is available to deal with such disputes concerning the conservation and management of marine living resources as Parties may agree to submit to it.The Chamber consist of nine members.Judge Ndiaye is elect for the period ending 30 September 2014.He is also a Member of the Committee on Rules and Judicial Practice of the Tribunal.He is a Member and former President(2005-2008) of the Committee on Library,Archives and Publications.He has been re-elected, in New York,in 2011 as Judge of the International Tribunal for the Law of the Sea(ITLOS)by 139 States-Parties out of 162.International Association of Athletics Federation Ethics Commission Member for the next four-year mandate commencing 1 January 2014.
