The 2019 FIBA Basketball World Cup qualification process will determine the 31 out of 32 teams that will participate at the 2019 FIBA World Cup.

Format
The continental championships will no longer belong to the qualification system for the World Cup. Instead, two rounds of continental qualifying tournaments will be held over two years in a home-and-away format.[1]
The first round of the qualifiers will be held in late 2017 and early 2018. The Americas, Asia / Oceania and Africa qualifiers will feature 16 teams each, whereas Europe will have 32 teams. Division A teams will be split in groups of four, to be held in a home-and-away round-robin. The top three teams in each groups will advance to round two, and last placed teams will play the best Division B teams to qualify for the next season's Division A.
Round two of the World Cup qualifiers will be held in late 2018 and early 2019. Teams will be split in groups of six, totaling four groups in Europe and two in the other qualifiers. Teams will carry over the points from round one, and face another three teams again in a home-and-away round-robin. The best teams in each group will qualify for the World Cup.
Starting in 2019, no wild card qualification will be held, and the Olympic champions will not directly qualify to the World Cup.

Presently, 12 of the 16 berths in Division A have been filled, with 2 berths allocated to the North American zone, 5 berths to the Central American and Caribbean zone via 2016 Centrobasket, and 5 berths to the South American zone via the 2016 South American Championship.[2] The 12 national teams that have filled these berths are also the 12 teams that have qualified for the 2017 FIBA Americas Cup,[3] pending the eligibility of all member associations.

2017 Qualifying Tournament
In order to determine the last four national teams in Division A, a tournament will be held in July 2017, wherein the four highest-placed teams will enter Division A, while the other two teams will enter Division B and will be eliminated from 2019 Basketball World Cup contention. The six participating teams are the ones who finished 6th through 8th in either Centrobasket or the South American Championship in 2016.[2]

FIBA Asia and FIBA Oceania
Current stage (2017 FIBA Asia Cup)
No team qualifies for the Division A outright. The top 14 teams of the 2017 FIBA Asia Cup will qualify for the Division A for FIBA Asia and FIBA Oceania World Cup qualifiers.[6] As of November 2016, 3 teams have qualified for the 2017 FIBA Asia Cup including FIBA Oceania members Australia and New Zealand.

Issues and concerns
There are concerns from national associations that they will not be able to play the qualifiers with players from top professional leagues globally (National Basketball Association of North America, Philippine Basketball Association of Asia and the Euroleague), which is possible with the continental championships held in mid-year. The alleged controversial officiating of the referees in favor of China during the 2015 FIBA Asia Championship had many basketball enthusiasts concerned of the officiating of the FIBA World Cup.[7][8]
